The government has always played a huge role in the homecare market through Centers for Medicaid and Medicare Services (CMS) regulations. Since many patients receiving homecare services are on Medicare, the CMS heavily monitors the dispersing of government dollars. Reimbursements are contingent on meeting complex, frequently changing sets of regulations. Homecare agencies typically have thin margins to begin with, so they depend on their software vendors to meet all regulations within aggressive timelines that support not only compliance, but also training, deployment, and adoption. If vendors miss CMS deadlines, agencies do not get full reimbursements. If CMS pressures were not sufficient, rising interest in accountable care organizations (ACOs) to create a full continuum of care is pushing homecare vendors to provide interoperability between their solutions and hospital/ambulatory EMR systems.
