In the years leading up to the passage of ARRA, computerized physician order entry (CPOE) was considered a best practice in the U.S. healthcare market, but CPOE adoption among U.S. providers was increasing at only a leisurely pace. Typically larger or more advanced organizations were making CPOE progress, while the rest of the market saw CPOE as something they would do eventually, but they were in no hurry. By the end of 2008, only an estimated 12.5% of U.S. hospitals were live on CPOE.
